Our Leadership Structure
General Assembly
This is the supreme governing body of the Association and is constituted by all paid up members of USAA. A majority (51%) of the paid-up members of USAA shall constitute a quorum of the General Assembly.
Executive Committee
USAA is guided by a committed Executive Committee of elected professionals – sociologists and anthropologists who give their time, expertise, and leadership in voluntary service to the association and the profession. Their collective experience spans academia, research, policy, and development practice.

About Me
Titus has supplementary post graduate and vocational training in Facilitating Organizational Learning and Development (FOLD), Project Planning and Management (PPM), Results-based Monitoring and evaluation (RBM&E), Virtual leadership, Financial Management and Accounting for non-financial Managers as well as Information and Communication Technologies (ICTs).
Titus has over 20 years working experience applying sociological knowledge and approaches in developing and managing donor-funded public health and social development programs holding operational, tactical and strategic management positions especially with Non-Government Organizations (NGOs) and Local Governments in Uganda as well as in the eastern Africa region.
Specifically, he served as a Program Officer with the Uganda Network of AIDS Service Organisations (UNASO), a Team Leader with Eastern Africa Network of AIDS Service Organisations (EANNASO-Arusha, Tanzania), Program Implementation Specialist and later Country Director with Alliance of Mayors Initiative on Health and HIV in Africa (AMICAALL Uganda Chapter). Since 1997, Titus has carried out extensive research and social development consultancy assignments with renowned local and International Non-Government Organisations and bilateral agencies especially in Facilitating Community Participation, Community Engagement, Organisational Development, Strategic Planning, Research and Data management among others.
Titus has been at the center of advocacy efforts for human rights, gender inequality, social vulnerability, universal access to health in Uganda, Africa and globally while he served on various cordination, policy, planning and governance platforms and boards. He served as a Lead Communications Focal Person for the Developing Countries NGO Delegation to the board of The Global Fund to Fight AIDS, Tuberculosis and Malaria (Geneva-Switzerland), engaged and represented Civil Society issues on Regional Economic Commissions such as East African Community (IOC), Indian Ocean Commission (IOC), South African Development Coorperation (SADC) and Inter-Governmental Agency for Drought and Development (IGADD). He also represented Civil Society Constituencies on national policy platforms in Uganda including the National Multi-Stakeholder Partnership Committee, thematic working committees at Uganda AIDS Commission, the Non-Communicable Diseases Technical Working Group at the Ministry of Health-Uganda as well as on the Uganda/Global Fund Country Coordination Mechanism (CCM) board. Titus has served on the governance board of Uganda Network of AIDS Service Organisations (UNASO) and Alliance of Mayors Initiative on Health and HIV (AMICAALL Uganda Chapter). He is currently the President of the Uganda Sociological and Anthropological Association (USAA).

Dr. Christine Tricia Kulabako, Ph.D
General Secretary
Through this she has conducted a series of research on zoonotic diseases especially using a one-health approach, borderland dynamics, and resilience among refugee communities. She has done work with different colleges in Makerere as a Sociologist (College of Veterinary Medicine and College of Natural Sciences), community-based projects and the private sector networks with evidence of published work. She also has skills in community development, social safeguards and ESIA.

Dr. Emmanuel Aturinde, Ph.D
Publicity Secretary
He is the Founder Member and Director of Hunger Fighters Uganda, a Humanitarian Development NGO with over 400 people and supporting over 300,000 beneficiaries. He is a Deputy Director General of the Centre for Strategic and International Insights (CSII), a Former Director at the Hunger Fighters Corp Limited and a member of the Supervisory Committee of the Hunger Fighters Staff Cooperative Society and an alumna of the East African Uongozi Institute.
He has previously worked as a Research Consultant with Trust Africa, based in Dakar, Senegal; served as a Lecturer at Uganda Christian University; received a Lecturer Assistantship in the Department of Sociology and Anthropology and in Political Science and Public Administration at Makerere University; worked with the UNWFP M&E Department in Kampala. He has held positions as a Senior Research Officer with various government Ministries of Defence, Veteran Affairs, and Works and Transport, and handled Parliamentary Affairs.

Prof. Robert Kabumbuli
Secretary, Capacity Development
Over the years, he taught Sociology to undergraduate and postgraduate students, with a bias in rural development, program development and management, natural resources and the environment, and conflict resolution. He supervised numerous postgraduate students, both masters and PhDs, and also had joint publications with some. Robert Kabumbuli was involved in a number of research projects that resulted in many publications which aided his elevation through the ranks to Associate Professor. Most of his research and publications were oriented to environment, natural resources and youth.
Some projects resulted in community outreaches such as in the formulation of community development and environmental (wetland) action groups in Kampala and Wakiso districts. Robert is currently the USAA Secretary for Capacity Development.

Dr. Gerald Zihembire Ahabwe, Ph.D
Committee Member
Gerald Zihembire Ahabwe, PMP®, (Ph.D) holds a Doctor of Philosophy in Sociology of Technology; awarded by Makerere University (2024), a Master of Arts in Development Management from Ruhr University Bochum in Germany (2009) and Bachelors in Social Sciences from Makerere University (2006). He is a Certified Project Management Professional. He also holds Advanced Certificate in Sustainable Management of Urban Water and Sanitation from Lund University, Sweden. He has since attended numerous trainings, conferences and seminars locally and internationally.
CURRENT AFFILIATION
Since August 2022: supporting Kampala Capital City Authority (KCCA) as a Social Development Specialist at the Kampala City Roads Rehabilitation Project (KCRRP), a 48-month project worth 288 million US Dollars financed by AfDB, aimed at increasing the stock and quality of Strategic Infrastructure to accelerate Uganda’s competitiveness with significant Infrastructure Investments through enhancing transport efficiency and maximizing agglomerative benefits of access and improved attractiveness resulting from reduced traffic congestion after upgrade and expansion of road and drainage network in Kampala city.

Sub-Committees
Committee on Publicity and Publications (CPP)
This committee manages the association's public image and communications. Its work includes media engagement, public relations, corporate social responsibility, and overseeing the production and dissemination of association publications. The committee is composed of five members chaired by the Publicity Secretary on the Executive Committee.
Committee on Membership Development (CMD)
This committee drives the growth and engagement of the association's membership. Its responsibilities include recruiting new members, processing applications, managing certification and accreditation, providing references, and addressing membership queries. The committee is composed of five members chaired by the Membership Secretary on the Executive Committee.
Committee on Capacity Development (CCD)
This committee strengthens the professional skills and knowledge of association members. It organises training programs, workshops, symposia, and conferences on sociology and anthropology at both national and international levels. It also develops guidelines and policies for professional publications such as journals. The committee is composed of five members chaired by the Capacity Development Secretary on the Executive Committee.
Committee on Professional Ethics (COPE)
This committee upholds ethical standards among sociologists and anthropologists in Uganda. Its key responsibilities include developing and reviewing the professional code of conduct, educating and sensitising members on ethical practice, investigating complaints of ethical violations, and imposing appropriate sanctions. It also recommends updates to the Code of Ethics to the General Assembly. The committee is composed of five members chaired by the Vice President on the Executive Committee.
Committee on Finance and Procurement (CFP)
This committee oversees the financial and procurement affairs of the association. Its work includes financial planning, budgeting, auditing, and managing procurement processes. It also leads the selection of external auditors and reviews their reports to ensure financial accountability and transparency. The committee is composed of five members chaired by the Treasurer on the Executive Committee.
Trustees Advisory Committee (TAC)
This committee provides strategic guidance and preserves the institutional memory of the association. It is composed of senior sociologists and anthropologists, including founders, life members, and former Executive Committee leaders. The committee meets jointly with the Executive Committee at least twice a year, particularly during strategic planning and visioning sessions. The Vice President, General Secretary, and Treasurer serve as ex-officio members.
